Cell was considered Dr. Gero's ultimate creation back in Dragon Ball Z, but as of Dragon Ball Super, that title truly belongs to Android 17. 17 is the greatest and most powerful Android ever created by the Red Ribbon Army. Designed to have infinite stamina and the capacity to grow at a rapid rate, 17 was designed to kill Goku and very well could have if he managed to run into him before the start of the Imperfect Cell Saga.
